What is democracy? A form of government, or to be more precise: the rule of the people - of course. But democracy is not limited to free elections and votes, nor to fundamental rights and the separation of powers. It requires a culture of consensus and dissent in which responsible citizens meet as equals. This is challenging - and constantly raises the question of how we want to deal with this challenge.
